I need to refresh but i can't do anything!

MY computer appears to be having a mental breakdown, this that and most things going wrong, so, I'm trying to get a refresh (Remove everything and re-install windows) done, however, i have been having a problem with the applications on the start menu, such as settings, and store. When i go to load any applications such as or similar to these, i get a quick flash of colour change in my screen, then i see the application minimised at the bottom of my screen, but i can't open it, or any other program, thus i can't go into setting to do a full refresh and solve the other problems with the software, if i type in the search bad "Refresh" and click the "remove everything and fresh install" result that comes up, i get an error message reading "C:Users\herny_000\AppData\Local\AAA_SystemSetting_Misc_ReserYourPC.setting content-ms
This Application does not support the contract specified or is not installed"
so i went to the file location and found all the files for for the admin tools and such, and tried to open the system reset one, and it did exactly the same thing, as the store and the rest of the application, what am i to do? please help someone as microsoft are telling me i need to pay them £80 one off charge to get this sorted, when its their product that is going wrong... :(
