Windows 8 anf Flash?

I bought my grandson a new laptop running Windows 8 and have noticed that web pages (using IE 10) do not show Flash content. Do I have to install a Flash App or should Flash already be working and Flash player already installed?

A web site with some flash is here - Windows 8 users, if you could go there and see if it opens for you and let me know, I would greatly appreciate it.
