Solved: Stuck after trying to format PC

Hello Members,

Today I tried to format my PC, I had all my important files backed up and put on another drive. I'm using Windows 8.1 and have been for a while now. I burned windows 8.1 on the cd and started to format the PC. Right when I clicked to start the formatting, it went to a black screen. I waited for about 15-20 minutes before turning the pc off and on again. Now, I logged in to see nothing on my desktop had changed, all the programs were there, but when I clicked on any of the exe files, it says ''shortcut missing'' or something similar. (PC language is Dutch). Now, I wanted to try the formatting again, but I can not reach PC settings. If I click, nothing will happen, neither can I start it from cmd. I can still see my pictures and other files. Whenever I click on a picture, it gives me a RunDLL error. (Can not find module).

Also whenever I restart, there is no opportunity where I can press F8 or any other keys. It stays black until it reaches the log in screen. From there on I have tried Shift + Restart, and tried to open in Safe mode, which also failed. It stayed on a black screen.

I'm pretty certain there is no virus/malware involved. I'm safe involving downloads and malware protection. Besides there were no issues until I tried to format the PC.

Now, I'm stuck with no way of opening any programs, so I can't open google chrome or malwarebytes anti malware. Can't find a way to open in safe mode either so there is a chance I can open PC settings , and retry it.

I'd like to think the problem is Run32dll, maybe right after I clicked on formatting, it deleted or corrupted the Run32dll file, which is needed to run exe files. What Im doing right now is deleting the Run32Dll file, which takes a while and try and replace it with another one I downloaded on my notebook and put it on the pc. I've tried to give you as much information possible, but if I'm missing something important, please let me know.

I'm quite in a pickle right now, and anyone with suggestions or perhaps the solution would be greatly appreciated!

Edit: Can not delete Run32dll, to replace it with the other one.
