Charms and Startup Menu are not working

I have not been able to access the Charms bar and Startup Menu since around June. I have NO literal way of accessing the startup menu, or charms bar at all! Nor have I seen either of them since June. I've already tried the most common fix like end task explorer.exe and still nothing, please help!
