Issue Migrating Windows to new Hard Disk

So I have been having problems with my original Hard Disk for awhile now, sometimes windows takes over 10 minutes to boot, other times it doesn't boot at all (black screen, no boot device available). This was happening before I completely wiped the drive and did a USB installation, and still is happening after the fact.
I'm at the point where fixing the original HD no longer interests me, I have 2 other HDs and have decided to migrate windows to one of them and abandon the original HD. However, I am finding this hard to do.
I have tried using the program Paragon Hard Disk Manager, as well as AOMEI Backupper, and neither is able to complete the transfer. An error occurs, and either the programs reports a failure, or the pc reboots. In both cases, no files were transferred to the destination HD, nor was a partition even created.

I still have the Installation Media on USB (Downloaded from Microsoft) and am wondering if I can skip the migration and install it directly on the second HD. My concern is, Windows was pre-installed and I have no serial key, or other key to authenticate the installation.

I am at an impasse as to what my next move should be.

I have also ran MalwareBytes, Hitman Pro, and adwcleaner. No change.
