Preventing Users from Closing/Moving/Resizing an Application

I'm running Windows 8.1 on an HP EliteOne 800 TouchScreen Computer. I've currently got the system configured to automatically login to a particular user account and run IE in Kiosk Mode and I also have the On-Screen Keyboard docked at the bottom of the screen. I was able to prevent users from closing the keyboard with a little utility I found called "NoClose" but users can still minimize the keyboard or drag it around the screen. I want it to be locked in place so that no user will be able to close it, minimize it or move it around. Any thoughts on how I might accomplish this?
