Windows 8.1 black screen with mouse cursor

Hi all, I haven't recently built a new pc and it was all working perfectly fine until today, I was on my desktop and noticed a small button next to my main power button on my case (Fractal design define r4). I pressed it and it reset my pc (turns out it was a reset button, lol), the issues is, when I booted my pc back up, everything seemed fine at first but then I noticed the purple 'welcome' login screen which is different from the usual blue logging in screen that you get. At the point where I should have been taken to my desktop, a black screen appears with nothing but my mouse cursor. I can move the cursor around but that's about it. I can still access my bios on boot and I can access my task manager using control, alt + delete. I managed to get my pc running on safe mode using the task manager to run my msconfig, however I do not know what to do from here as I'm completely clueless what resetting my pc actually did and am unable to make amends. I have uninstall ed my graphics card drivers but that was not of use either.

Any help would be greatly appreciated as I am completely stuck and clueless as to what I should do next to resolve the issue. Thank you in advance.
