Solved: How do I update Windows Photo Viewer?

Just got a new Toshiba laptop with Windows 8.1. I do a lot of art on my laptop and i need to view my PSD files in the photo viewer but it says that I "dont have the latest updates to photo viewer". I have all updates available and ive triple checked on my comp. AND on the windows site. How do i get my Windows Photo Viewer to work? i really need it. is there a particular setting i need to make?
