Hello,
Compuer has an account under parental controls (no website restrictions, only time restrictions) and when trying to access the school portal, it won't work. On IE. it merely shows up as "make sure address is correct" type of error. On Chrome, it shows up as "ERR_SSL_PROTOCOL_ERROR".
The Parental Control being used is the default windows parental control.
This does not occur when using an admin account.
The specific link is: http://portal.yonsei.ac.kr/main/index.jsp
That site will only work with IE, if you enter it with another browser, it'll come up with a Korean notification telling you to change to the IE browser.
EDIT: No other firewalls, or virus scanners, etc. All security used are default windows software. And the only difference that I can see, as mentioned above, is when using an admin account, this SSL error does not occur.
