system reset error

so i have a problem with being unable to install updates on my laptop so i thought it would be best just to clean it right up and go back to factory settings unfortunately when i tried the "remove everything and re install windows" option it gives me an error so i cant even go back to factory

here's the error:

systemreset.exe - bad image

c:\windows\system32\bcd.dll is either not designed to run on windows or it contains an error. try installing the program again using the original installation media or contact your system administrator or the software vender for support. error status 0xc000012f.

so does anyone know how to get rid of this so i can wipe my laptop clean?
