Windows 8 Control Panel Fails to Load and CMD Missing

Hi, Guys! It's me.
Actually this is my 2nd post but the same and my first account was banned forever but-- Nevermind. Since I'm pretty new to tech guy I didn't even know what rule or regulation I violated.

Moving on, English is not my first language but I'll try my best to explain everything with details.

I downloaded a theme at Astyles.Org and Installed it exactly how the tutorial video did it.

At first a few themes worked, but I think they are not fully working because my file explorer panels don't have designs like the one showed in the site. So I tried [Astyles.Org][Win8] Tokisaki Kurumi By HT

I decided to re-do all the steps needed to install the third-party theme.

These are the three programs needed to install the theme:

1-UltraUXThemePatcher_2.3_2
2-HUD_Evolution_Setup
3-Sh32Setup

The first program was a success but at the second one you are supposedly to pick only one ( I forgot sorry ) but I tried to check all and see what is the theme. (because HUD Evolution Setup is a complete theme installer)

After finishing, it showed a error message. (Didn't even bother to read)

And I still continued to step 3, and it was a success.
I installed the theme now and there was no error but after installing a theme you need to choose it from the control panel > personalization but as soon as the control panel popped up it shows nothing but a blank page with the words written in the middle "the page has failed to load"

I can't do anything without the control panel
I can't uninstall the theme or the programs
ALL Windows File Explorer related to Control Panel fails to load

I checked the internet and found out about this cmd command sfc /scannow
I decided to try it only to find out that my CMD is missing or not working

Someone already replied to this post (on my other banned acc) said to hold shift while restarting and enter troubleshooting options and use System Restore (I really did remember that the first program did install a system restore thing and I'm pretty sure I click yes) I even have a CCleaner app and I can see the system restores and I have one (but I cannot do anything with it)

But it said I have no "system restore" and it asked a code (i think it's a 25 digit integer)
you can skip it but when i skipped it says "error" need online to do this

I know that there is a Windows 8 system re-install but it removes all your files and I have lot's of important files, very important files ( at least 200GB+ ) and I don't have a external hard drive to temporarily put the files.

So, Please Help me.. I really need your help..
