Iphone 4s Will Not Connect To Laptop

I'm having trouble connecting my iphone 4s to my laptop, this has been going on for a while and I don't know what to do. Itunes seems to be working on okay, but whenever I connect my iphone 4s to my USB port I get an error. First let me say that I've had this problem for some time but I was running Win 8.1 Pro w/Med. Ctr., with installing that edition it gave me problems with copying and pasting. BUT I managed to wipe it and put Win 8 back, then upgraded to Win 8.1. Everything works great, even my copy and paste feature works. But still having trouble connecting my device. And I don’t physically connect it a lot, just mostly to backup and push more music down to it.

Does anyone have any idea why it’s doing this?
