Can't Click on Toolbar

For a while my computer has been not allowing me to click on the tool bar and other sections of my computer. To fix it I have to click ctrl+alt+delt for the task manager but it only lets me click freely for a few seconds. So far I have tried factory resetting as well as scanning for viruses but nothing works. Also my volume will go up and down while watching a video or listening to music. Not sure if that is related or not. So if you have any idea what this could be it would help out a lot, thank you!
