Restart required to connect to internet

I have an HP Envy 20 Touchsmart all-in-one PC, model 20-d113w. It was purchased 1 year ago. My problem started a few weeks ago. This computer is connected directly to the internet by Ethernet cable. I have a wireless router which I just replaced because the computer place I went to said the router was my issue. Upon replacing my router, I am still having the same problem. All wireless devices and the internet work fine, it is the desktop and I feel an HP issue. I can go online fine but once I'm off for more than 20 minutes, the only way the computer will reconnect to the internet is by restarting. I tried researching it online, and it seems like other people have this problem with HP's but I couldn't find a resolution. I tried calling HP but my warranty had expired 3 days prior and they wouldn't help without a fee off 99.99! I have Norton as my anti virus software.

I did run the troubleshooting in the internet menu. It either says there is no problem or it says The Diagnostics Policy Service is not running. This does not come up every time, just once in a while.

I'm hoping you can help because I am beyond frustrated and the computer is practically brand new!
