Desktop keeps refreshing

I am running Windows 8.1 on an HP computer less than a year old. It was working fine this morning when I started it up. I then went to a psychology assessment website and tried to download a pdf of assessment results. It wouldn't open in my Nuance PDF Pro program, so I emailed it to myself and opened in Adobe Reader. After that my desktop and open programs started flashing on and off. I was able to close programs and was left with the screen going blue, then wallpaper and task bar reloading, and then icons loading. The refresh is very quick, about 1 second. I was able to use the Windows + I key on one occasion to get to a place where I could run a restore to the previous day. When the computer restarted, it continued to refresh at a slower rate that gradually sped up to it's current speed of about 1 second. I was also able to get eset to run. It found two files of the Whilokii virus, which I had it clean. The problem persisted. I also tried removing the battery per a post on a similar problem someone had, and the problem persists. I have tried to get into safe mode, but the refresh is so fast that pressing Windows + I does not allow me enough time to press the Change PC Settings button. I also tried Ctrl-R to get into msconfig, but the dialogue box only flashes on momentarily and then refreshes. I am able to get into task manager and have it stay on the screen. I'm hesitant to press Shift + Restart because the system wants to do an update and restart. I'm hesitant to do an update in the present condition.
