Laggy when Installing things

About 5 months ago I upgraded to Windows 8.1 from XP, along with a new computer.

Intel i7-4770 3.4GHz
8GB 2400MHz RAM
64-bit OS
NVIDIA GeForce GTX 670


Every time I install something, update a game, or use torrents, my Disk in Task Manager is always maxing out at 100% and everything becomes extremely laggy.
The System process along with the process that's doing the installing or whatever is usually the ones that spike to the top of Disk usage.

I can somewhat, albeit slowly, browse the internet but anything currently running like Word or a game or mostly anything else won't really work. It even randomly crashes or may stall the entire system.


If it's related, while writing this I'm witnessing Service Host: Local System (Network Restricted) (7) going to 97% Disk for absolutely no reason. *** is it doing? I think this is a different problem though, because I'm not installing anything at the minute.

EDIT: System is randomly at 100% again, because I just downloaded and opened a document for Microsoft Excel, if that's related.




RANT - You can skip this part
This is a massive joke, I'm sure something's wrong. When I used XP I never had these random problems of CPU, Disk, Memory being too high.
I could run torrents, install things at the same time and still be playing a hardware demanding game, all perfectly.
All on 32-bit XP, Core 2 Duo, with as much RAM as 32-bit allowed and some random decent NVIDIA card.

When idle or just browsing the internet my usages on Task Manager would hover constantly around 0 to 1%, unlike this Windows 8.1 where idle mean 18% CPU, 32% Memory and Disk randomly between 1% and 100%.
