Windows 8.1 Safe mode not working.

Hi,
I cannot get into safe mode in Windows 8.1 (Update1).
I've tried it on both my desktop and the wife's laptop & all I get is a black screen, if I move the mouse the cursor appears & it randomly flashes up Safe Mode in each corner.
I left it for over an hour to see if it would do anything, but the only option was to do a forced restart.
On the laptop I have just done a clean re-install of Windows 8, installed all updates, then upgraded to 8.1, and installed all updates before installing any software.
Any thoughts ?
