I own a Dell XPS 400, and I'm having the exact same problem as this guy:

When I try to boot up the power comes on, the green lights flicker near the power button then stop. the number 3 and 4 stay lit and what looks like a can in the center of the 3 and 4 are lit green. After that nothing happens. Nothing on the monitor.
However, I'm using Windows 8.1 (Though I doubt that matters) and the solution to his problem did not work for me.
The problem began when I was booting the computer and I pushed F12 to select a boot option, I meant to push F2 for setup, so I turn off the computer. To my horror, the computer would not simply turn back on. Based on that, I think this is some problem with the motherboard, like I screwed up the bios or something.
Please help, I'm not working on Tuesday June 3rd so I can work on this problem.
