Is there a PC load monitor program?

Is there a 'load analysis' program?... that monitors all programs... and tells me the 'proper' start up time of my machine?

I have Windows 8.1. It starts up pretty quick and I can launch a program quite quick after startup...
But it's painfully slow... and the laptop isn't actually fully responsive until a few minutes after startup

Would be great to have a monitor that tells me what's loading, how much time has taken to load and then when finally everything has finished loading, I get a green light saying the PC is completely idle and ready to be used

Need a more low level program that starts before anything else?

I'm sure I'm not the first person to think of the idea surely?
