Solved: Slowness; shutdown et al

I am trying to help a neighbor with a personal computer.

Ownership for 6 months; slow x 3 to 4 months. No events known to be associated with onset.

Takes 3 to 4 min for shutdown, EVEN in safe mode.

Though the Hybrid Shutdown feature is designed to let Windows 8 boot up faster but it causes computers to experience problems at times. Owing to the problems which users face when the Hybrid Shutdown mode is enabled, it is better for them to disable it if they can do without the fast boot up times. In fact there is no harm in compromising for the faster boot times when Windows 8 still does boot up fast (after disabling the Hybrid Shutdown mode).

To disable Hybrid Shutdown, press the <Windows> key (if you are on Windows 8 desktop. If you are on Windows 8 Home screen, simply start typing) and then start typing “power” in the Search Charm bar which automatically appears after pressing the key. Tap/click <Settings> and select <Change what the power buttons do> from the left hand side search results. This will open up the System Settings (Power Options) window. On this window, uncheck the box next to <Turn on fast startup (recommended)> and click <Save Changes>. Now restart your Windows 8 computer and the problems should be fixed."

There is NOT a "uncheck the box next to <Turn on fast startup (recommended)>"
But, I accessed the power button setting from "balanced plan"; advanced.
Had been "sleep"
I set it to "shutdown".

Win Updates are set to automatic;
most recently updated 21 June 2013
no new updates available


I am not a fan of BIOS updates.

Other problems:
taping F8 during boot, and holding down "shift" [ left or right ] and tapping F8 does nothing.
Boots into Normal [ NL ] mode

I accessed safe mode from the system config utility.

I viewed a W8 video last night that showed that tapping the lower left corner of the screen would bring up a menu. Weeellll, not on this computer. Perhaps the computer is really really slow, and I am not waiting a sufficient amount of time.

edited because I am now using my computer, because the problem computer is so darned slow. :)
