Owning Windows 8

My question is, if I purchase
Microsoft Windows 8 64-bit (Full Version) - OEM

I own this and can reinstall on another PC if present one would die?
I do not see the Full Version as with past windows Operating Systems.
I see if you purchase windows Pro, you have to pay for Windows media?
