Set internet explorer as your default.....

How do I get rid of this really dumb page that keeps coming up every time I open internet explorer. I swear this new really dumb windows 8 is going to drive me away from computers. I've tried all I can think of including agreeing to make ie my default. But the thing just keeps coming up even when I click the "no thanks" button.
