Serious Cursor Difficulties

Hi, I posted about this a couple of months ago with no resulting answers. I was asked to post a screen shot when the problem occurred, which I did. Unfortunately, the strange cursor I was writing about didn't appear in the screenshot.

Since then. this cursor has virtually taken over my computer. It scrolls itself up and down at will and freezes everything else. To get rid of it, I tap on the touchpad. That only seems to work when the program wants it to. It's especially vicious when I'm trying to navigate through the text up and down, using the scroll bar. It will shoot to the top of the page uncontrolled, then down. It will also jump around the page and move the page contents on its own. The page up and page down keys won't work; neither does the regular scroll function. It's a pretty bad situation; I was making a post on Wordpress today and had to give up because I couldn't control the cursor.

The best way to describe this demon is that it's made up of three parts, all black and completely filled in. The top is a triangle pointing up. The bottom is a triangle pointing down. In the middle is a short line. This cursor is quite a bit larger than conventional cursors.

My existing cursor now runs sluggishly, too.

I'm using Windows 8, Dell Inspiron.
