Solved: Language Issues W8

Summary: Microsoft want to charge me 50USD to change the language of my netbook to English
Background:
Bought netbook preinstalled in Germany with Windows 8.1. Initially changed language to English...no problems. Had to complete factory reset as issues with wifi drivers; now same process for language and it will not change to English. Computer completely in German -cannot speak german! NB: all items are set to English in control panel and in settings; however display language is in german and has no options to alter.


Option 1:
Money-grubbing Microsoft want to charge me 50USD to change my language; they did email me the cmd code, however, it doesn't work - as the laptop is in german and they have provided English code (have pasted at bottom of post)
So if anyone can instruct me on how to actually implement this fix...I will love you forever!


Option 2:
replacing windows with Ubuntu.
1. I have USB and have downloaded the Ubuntu software and then run to install onto USB
2. It restarted my computer, did as such then went tot he Linux pendrive USB installer tool; opened this up. Now only ONCE has it worked that when I select the first drop down "Ubuntu" and to browse, its found the.iso file. I selected this andput it onto my USB drive.
3. Restarted PC came up with error (in German!) with 3 options. It then went to select windows 8.1 and Ubuntu, when selecting Ubuntu it came up with the same german error (3 things were listed, no idea what it said)
A note; I then retried doing this several times and now when I try to use the USB installer tool, there is no way to locate the .iso file.
I am about to throw this computer on the floor because I cannot use anything other than the internet, as everything is in German!. When I've used the usb installer I've found the .iso file on my explorer, but doesn't display in the usb installer - instructions are pretty useless, like it automatically does it and doesn't explain how to get from a to b.
I am so frustrated, I'm travelling in non-English speaking country that isn't Germany....does anyone know what I can do?
Any alternatives/assistance; step by step


is there like some download to translate everything on your computer like how google chrome can work on webpages?


Microsoft script supplied:
1. Mount the Windows image (install.wim).
Dism /Mount-Image /ImageFile:"C:\Images\install_updated.wim" /Index:1 /MountDir:C:\mount\Windows

2. Add the language pack for Windows 8.1 RTM. For example, add the German (de-de) language pack.

md C:\Scratch Dism /Add-Package /Image:C:\mount\Windows /PackagePath:C:\packages\Win8.1RTM\de-de\lp.cab /ScratchDir:C:\Scratch
3. Add the language pack update for Windows 8.1 Update for the corresponding language. See the table below for the list of KBs associated with each language.

Dism /Add-Package /Image:C:\mount\Windows /PackagePath:C:\packages\Win8.1Update\de-de\Windows8.1-KB2938327-x64.msu /ScratchDir:C:\Scratch
4. Mount and update the Windows RE image, using the same procedure, adding the language pack update:

Dism /Mount-Image /ImageFile:"C:\mount\windows\Windows\System32\Recovery\winre.wim" /index:1 /MountDir:"C:\mount\winre" Dism /Add-Package /Image:"C:\mount\winre" /PackagePath:"C:\Program Files (x86)\Windows Kits\8.1\Assessment and Deployment Kit\Windows Preinstallation Environment\amd64\WinPE_OCs\de-de" Dism /Add-Package /Image:C:\mount\winre /PackagePath:C:\packages\Win8.1Update\de-de\Windows8.1-KB2938327-x64.msu /ScratchDir:C:\Scratch Dism /Unmount-Image /MountDir:"C:\mount\winre" /Commit
5. Unmount the Windows image.

Dism /Unmount-Image /MountDir:C:\mount\Windows /Commit
