File Explorer not opening maximized.

File Explorer not opening maximized. Its shortcut ignores the 'Run' setting and always prefers to open the window as 'normal window'. I have tried this:
1 - Close any open File Explorer windows. The shortcut 'Run' setting is 'Maximized'. Click on shortcut. It opens as normal window. Maximize the window. Close it. Click on shortcut. It opens maximized THAT ONE TIME. The next click on the shortcut - it opens as a normal window again, and subsequently.
2 - Close any open File Explorer windows. The shortcut 'Run' setting is 'normal window'. The behaviour is the same as above. Change the shortcut 'Run' setting to 'Maximized' and repeat the test. No change in behaviour.
3 - Close any open File Explorer windows. The shortcut 'Run' setting is 'Maximized'. Click on shortcut. It opens as normal window. Instead of maximizing it resize it to fill the screen until it maximizes automatically and close it. The behaviour is the same as above.
4 - I added the following DWORD value to the registry:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer] "MaximizeApps"=dword:00000001
That made no difference.

This was happening before I reinstalled Windows 8.1 update 1 from scratch (for a different reason). It is still happening.
