Windows cannot find 'c:\Windows\System32\Taskmgr.exe

I saw that this thread was closed, but the solution does not work on my Windows 8 PC. The bl**dy file is there: 1'097KB, but will not run from there. The fix of copying it to a different place lets it run, but just gives a few empty windows (as if the program is running but not getting the correct data!).

In any case, I really want to get a "normal" Windows 8 (if such a thing exists) where the various recipes for running the task manager work!
