HELP! I cannot do anything on my system.

I am writing to you from my Chrome Browser but I dare not close it because It wont open again. Nothing will.

Let me start at the beginning. I have a Windows 8 machine. It was working fine a few days ago, then two days ago these applications appeared in task manager by the name of Kenoik.exe.
Everything I open seems to be controlled by it. I disabled all privaledges and managed to delete it from the task manager. I have searched for it on the internet and no search engine seems to think it exists. It is located in a file, which has an odd name.
Yesterday I used Malwarebytes to scan my pc and I cleaned it - it got rid of many pups.

Today nothing will open. I cannot give you any pc info as I cannot open any programmes. Not CMD not Task Manager, not regedit, nothing.
When I try I get the following message...

'Windows cannot access the following device, path or file. You may not have the appropriate permissions to access the file'

All the microsoft support told me to do was edit the 'regedit' but I cannot open any programs at all. I know you will want system information from me, but nothing will open and I have no paper copies with details. I just know it is windows 8.

Actually, I tell a lie. I can open anything that is not a shortcut - pictures, folders, pdf documents. But everything with a shortcut displays that message.
