Solved: Help with Thunderbird on Win8.1

My experience with Win8 is virtually non-existent so I'm hoping someone has some insight into this problem.

Here's the situation:
It started with a friend who upgraded WordPerfect. For some reason it didn't add in the components he needed and on the advice of Corel support, he created a new user account and installed again. After much trial and error the components work in the new account, but not in the old.

He decided to just abandon the old account and migrate to the new one. He contacted me for setting up TB in the account and I advised just cloning the Profile to the new account's AppData.
He immediately ran into a problem getting it to open, but eventually succeeded in creating a profile and attempted to clone his old one. TB opened, but no mail.
After some back and forth I went on remotely thinking he had simply overlooked something.

What I discovered when running it is the program does open, but everything below the toolbars is nonfunctional. There's no display of any kind in the panes. Anything that would open a tab such as Help>Troubleshooting has no effect.
The Tools>Account settings does open the dialog and the account info is all there, but Account Actions has no effect (can't create a new account). Oddly, Write works and opens a Compose and you can send mail.

What I've done to attempt fixing it while logged in to the new account:

First removed the Profile folder from the new account and started TB to create a new one and do the clone from scratch.
TB opened exactly as before. No new account wizard and only the toolbars functioning.

Used Profile Manager to create a Profile folder and cloned the Profile. Same result.

Downloaded a new installer and reinstalled TB while logged in to the new account and at the same time generated a new Profile. Same result. Non functional below the toolbars. Can still send mail and the Address book opens and has all the contacts from the old account's Profile.

To check the Program itself, I went onto the old user account and TB works fine. I even created a new Profile and cloned to it so both open with the same data and it works with no problems.

At this point I'm 99% sure it's not TB, but something in the way Win8 is dealing with running the program across 2 accounts. I have a feeling it's something very simple if you know Win8, which I don't.

Any insight or advice would be appreciated.
