Internet loading issues after 8.1 update

I have a major issue with the loading since 8.1 was forced on me, had not an issue with 8, with my internet, was working fine until the 12th of this month being forced with the crap 8.1 update and since constant loading issues of my browser and internet. Even a dns flush does not always work(only way I was able to get back online was with a dns flush, after I was forced with 8.1).

Is there anything to get my internet working better? note I am on wifi and no way of resetting, since I live in a safe shelter for DV.

Also how does one stop an isp from hacking into ones computer, I have had several over the last 2 months try to hack my laptop(this is my new one since my T41 is not working right(still have things to remove off it), was getting errors since can not upgrade it.

Another thing if anyane can help on I can play games on Facebook without an issue except one game(Township) get the debugger error and when I installed it, got error #2007 and adobe has nothing on it and it caused my firefox(latest to freeze, plus upgraded flash and still can not play it), any help on this(did uninstall and reinstall no good.
