Solved: Cursor blinks busy and open programs randomly reduce to the System Tray

Yesterday, I began experiencing a strange thing where my pointer/cursor appears as the arrow but then flashes the blue circle "busy" cursor right beside it. In and of itself, this wouldn't be so bad except that the effect of it appears to be that whenever I have a program open (Chrome, Firefox, Word, email, Task Manager etc), the program randomly and frustratingly reduces to the System Tray. The program doesn't close, it simply moves to the System Tray and I'm presented with my Desktop. I have run Malwarebytes, Norton Security Suite, CCleaner and the problem continues. I booted to Safe Mode and the problem disappears.
