Dell Inspiron Windows 8 freezes at "attempting repair" loop

Hai guys. i don't know much about computer and i need help.

so when i tried to start my laptop this morning it freezes at the windows logo. and when i tried the second time now it has this "attempting repairs" loop , and it kept looping, it doesnt do anything. it just loop. i did search the internet for information , it appears that i need the installation disk. this laptop was a gift , when i first got it there were no installation disk. and when i run the diagnostic test , the hard disk test result was fail. could the problem be the hard disk?

is there any way i could access my laptop? or maybe anyway to format??
