Solved: VOB files

for my Mom's memorial some cousins made a lifetime video.. It seems to be in a VOB file but my computer well not play it.. I have a Dell with 8.1
I found a Microsoft question about it but microsoft as usual did not actually answer the persons question but instead answered about a different program and what he needed to buy.. other than that I cannot find any information..
any ideas.
