Cant turn on windows defender or firewall

Hi there,

Just wondering if someone could help. Noticed today that I got messages in my action centre saying that my firewall and virus protections isnt turned on. When i follow the link to turn them on i get directed to system 32 files? Not done this before and i havent got any extra virus protectors on my laptop. only thing i have done to the computer recently was upgrade to windows 8.1 and install the updates.

Any help or info would be much appreciated.
