Ping Request Times Out

Every time I try to ping a site through command prompt the request times out. I use Windows 8.1 and have enabled the rule in Firewall to allow Ping Echoing. I also have an AT&T 2Wire 3800HGV-B router and have disabled block ping and stealth mode. I can ping other computers in my LAN. Other computers, including another Windows 8.1, can ping outside of the LAN and I would like to find what's stopping mine. Here is the pathping results tracing a route to google.
