Can't get Windows 8 to boot from CD

Having problems with my granddaughter's Toshiba Satellite laptop and need to be able to boot from a CD.
Have reset the BIOS to make the optical drive the first choice for boot and the USB second choice and made sure I saved but computer will not boot from either. It simply starts Windows normally.
The CD I'm trying to use will boot on my computer running Windows 7
