Win 8 Problems

Have a new HP which came with win 8. Set up computer but am unable to access Win Store, PC Settings and add user because I cannot access PC Settings.
Cannot upgrade to 8.1 because cannot access Store. Everything to download 8.1 directs to Store which automatically sends back to Start which is what happens when I attempt to access PC Settings.
I am trying to change or add an admin user to be able to access my Onedrive account but in setting up computer used a @live.com account.
Have researched everything from Windows, Win 8 and Win 8.1 to You Tube. All recommend update check which have been done. I want to upgrade to 8.1 and have access to pc settings so I can upgrade the computer and add users.
Any help is appreciated.
