New Windows PCs come with Flash installed?

Flash came pre-installed with every Windows computer I have purchased in the past up through Windows 7. Was thinking of purchasing a Windows 8.1 machine - will it come with Flash pre-installed or will I have to download the Flash Player and install it myself. Now I realize this may different with computer manufacturers, but in general would most new Windows PCs come with Flash pre-installed?
