Documents.library-ms is no longer working

I am trying to help someone who has an HP laptop with Win 8, i7 processor, 8 GB RAM, 64 bit.

Click on any of the Libraries and you see this message:
Documents.library-ms is no longer working

I searched this forum and found a post that references the Microsoft fix (item 2 below).

A web search found a number of posts, including:

These posts are generally consistent in their instructions:

a) delete existing libraries; restore default libraries - OR
b) just restore default libraries

However, there are a number of responses to those instructions: some say that they work others say they don't work.

The 3rd forum listed above claims that ". . . this can be caused by the file association for Library-ms files being corrupted" and to download and run Libraryfix_Win7.zip (no link provided).

All of which is a little confusing and not inclined to inspire confidence with the recommended solution.

So . . . does anyone on this forum have any experience with this problem? If so, have you tried the Microsoft fix? If so, does it work?
