Out of control screen when in line

I have had this computer for about 6 months now and when I bought it, everything seemed to be OK. Then without any warning a little set of symbols would appear when I was on line. I contacted H.P. and they had never heard of it. The symbols are usually a small circle with solid arrows at various places around it. After some examination it appears that this device is an aid to scrolling up and down pages. Depending on the position of the mouse pointer the page scrolls up or down and left or right at speeds depending the distance the pointer is from the symbol. It seems to me that this improvement might be OK for some but when the page roars off to some other page at high speed leaves me somewhat angry. The point I make is, how can I turn the damn thing off so I can get back to normal surfing?
